fix(backups): improve resume of backup merge failure ( #10053 )

Introduced by #9765
When a backup merge fails on a VHD file, the footer might be missing. This caused a footer1 !== footer2 error and triggered a full backup while not deleting the previous chain and resulted in all further backup jobs to be displayed as failures even though the new backup chain was working properly.
The fix allows the cleanVm to resume the merge where it stops even if the VHD file footer is missing.

fix(xo-server,netbox): properly close hrp stream on error ( #10026 )

when hrp get a 404, the stream stay ready to be consumed, for example to get
more information on the error
but most of the usage won't handle this case, and will keep the stream in memory
(for example a failing XC patches check) leaking memory
This fixes the calls from xo, and also identifies and fixes the point where we
need body content on 4xx code
