Fix Python utility compatibility issues - #29755
### Problem
Several repository Python utilities emit invalid escape sequence
SyntaxWarnings under Python 3.13.
The Java test checker also attempts to parse non-Java assets as UTF-8,
causing UnicodeDecodeError, and relies on a global parser instance.
The Apple build utility accepts malformed CMake version strings because
one version separator is an unescaped regex wildcard.
### Changes
- Use raw strings for regular expressions and replacement templates.
- Skip non-Java files in the Java test checker.
- Use the current JavaParser instance instead of global state.
- Require literal dots in parsed CMake versions.
### Verification
- Compiled every tracked Python file with SyntaxWarning treated as an error.
- Ran the Java checker against modules/java/test successfully.
- Verified valid CMake versions are accepted and malformed versions rejected.
- Ran git diff --check.
OpenCV requires C++17, and bundled 3rdparty libraries such as KleidiCV
explicitly request CXX_STANDARD 17. With the CMake Xcode generator,
however, neither the global CMAKE_CXX_STANDARD nor per-target
CXX_STANDARD is emitted as CLANG_CXX_LANGUAGE_STANDARD in the generated
project, so those sources are compiled at the toolchain default
(pre-C++17) and fail, e.g.:
kleidicv/include/kleidicv/traits.h: error: no template named
'is_base_of_v' in namespace 'std'; did you mean 'is_base_of'?
Set CLANG_CXX_LANGUAGE_STANDARD=gnu++17 at the project level via
CMAKE_XCODE_ATTRIBUTE_* in the shared getCMakeArgs(), so every target in
the generated Xcode project (including 3rdparty subprojects) builds with
C++17.

Additionally it resolves build issues on Apple platforms by making build scripts run with Python 3
- Remove embed_bitcode parameter from Builder class
- Remove bitcode compilation flags for iOS and Catalyst targets
- Remove BITCODE_GENERATION_MODE from Xcode build commands
- Remove bitcode flags from dynamic library linking
- Remove --embed_bitcode command line argument
- Fix OSXBuilder parameter mismatch after bitcode removal
Bitcode has been deprecated by Apple since Xcode 14 and is no longer
required for App Store submissions.

Fix incorrect string format in js build script #26374
I accidentally met this small problem mentioned in https://github.com/opencv/opencv/pull/25084#discussion_r1710838120 when play with wasm build. It seems https://github.com/EDVTAZ didn't fix it yet, so I create this tiny pr.
Additionally, I remove a redundant argument in `add_argument` call. `'store_true'` already set the default, see https://docs.python.org/3/library/argparse.html#action.
