feat(web): upgrade build tooling to Vite 8 (#853)

Upgrade Vite to 8.2.0 and @vitejs/plugin-react to 6.0.5.

Use Vite's native tsconfig path resolver and remove vite-tsconfig-paths.

Verified with pnpm build and pnpm lint (existing warnings only).
